Ragnar Siil

Ragnar Siil graduated in political science from University of Tartu, specializing on international relations and public administration. Since 2005 he has been working at the Estonian Ministry of Culture as a Minister"s Adviser, Development Adviser and since 2007 as the Head of the Development Department responsible for strategic planning and creative industries policy. Ragnar is a member of European Commission"s working group on creative industries in the framework of open method of coordination. He is heading Estonian Commission of UNESCO Convention on diversity of cultural expressions. Ragnar is also active lecturer in the fields of strategy and communications. He teaches public speaking in secondary schools and coaches Estonian teams for the world championships in debating.

Designing Creative Industries policy in Estonia 

This is not a news ?ash - culture and creativity are important in so many ways. The choice is clear on local, regional, national and international level. We either invest in the potential that is embedded within Creative Industries or we lose an opportunity to turn our surroundings and economy into rich and diverse, innovative and competitive, interesting and knowledge-based, re?ective and entertaining. Estonia has taken on this challenge, but there is a long way to go. We are investing tens of millions euros into culture to both build the competitiveness of the regions and enhance cultural and creative entrepreneurship. Designing measures and policies means both taking examples from others and learning from the best (and the worst) practices, but also taking into account our differences and environment. Difficult times can be frustrating, but they also present us with many opportunities. If only we are smart enough to recognize those opportunities and turn them into success stories.
